JJR is the sole property of Universitas Internasional Batam, a private higher education institution in Batam, Riau Islands Province, Indonesia. The university holds full ownership of the journal's title, ISSNs, website, archive, logo and all related intellectual property. No commercial publisher, society, corporation or individual holds any ownership stake or financial interest in the journal.
Ownership was established when UIB founded the journal and has not been transferred, sold or shared since. Any future change in ownership or publisher will be announced publicly on the journal website and notified to the relevant ISSN agencies and indexing databases.
Universitas Internasional Batam publishes JJR through its Faculty of Law, which provides the journal's editorial office, staff, infrastructure and day-to-day administration.

As publisher, UIB is responsible for:
- Providing the legal identity, ISSN registration and DOI membership under which the journal operates;
- Funding and maintaining the editorial office, OJS platform, hosting and long-term archive;
- Appointing the Editor-in-Chief on the recommendation of the Faculty of Law;
- Safeguarding the editorial independence of the editorial team (see below);
- Ensuring that the journal follows national accreditation standards (SINTA) and international publication ethics guidelines, including those of COPE.
The journal is run by an editorial team led by the Editor-in-Chief, supported by an international editorial board and a pool of external peer reviewers. Current names and affiliations are listed on the Editorial Team and Reviewers pages.
| Role | Responsibilities |
|---|---|
| Publisher (UIB) | Owns the journal, provides funding and infrastructure, appoints the Editor-in-Chief; has no role in editorial decisions. |
| Editor-in-Chief | Sets editorial policy and strategy; makes the final decision on every manuscript; oversees ethics cases. |
| Managing Editor | Runs the editorial workflow, screens submissions, coordinates peer review and production schedules. |
| Section / Associate Editors | Handle manuscripts in their field, select reviewers and give recommendations to the Editor-in-Chief. |
| Editorial Board | Advises on scope, quality and policy; promotes the journal internationally; may act as reviewers. |
| Peer Reviewers | Independent experts who assess manuscripts under double-blind review. |
| Copyeditors, Layout Editors and Proofreaders | Prepare accepted articles for publication, assign DOIs and upload final versions. |
| OJS Administrator | Maintains the journal website, user accounts, security and metadata deposits. |
Editorial board members are appointed for renewable terms based on their scholarly record in law. The board's composition is reviewed periodically to maintain geographic diversity and subject expertise.
Editorial decisions at JJR are made solely by the editorial team on the basis of scholarly merit, originality, relevance to the journal's scope and the outcome of peer review. The publisher, university leadership, funders and advertisers have no influence over which manuscripts are accepted, rejected or prioritised.
- Manuscripts from UIB staff and students follow exactly the same peer review process as all other submissions.
- Editors and board members who submit their own work are excluded from handling it; another editor manages the review and decision.
- Any editor with a conflict of interest in a manuscript must declare it and withdraw from that manuscript.
- Payment of an article processing charge, where applicable, has no bearing on the editorial decision; fees are requested only after acceptance.
JJR is funded primarily by Universitas Internasional Batam through the Faculty of Law's annual budget, which covers editorial office staffing, OJS hosting, DOI registration, similarity checking and archiving. The journal operates on a not-for-profit basis.
Any article processing charge (APC) is set out in full on the Article Publication Charges page before submission, and is used only to offset production costs. There are no submission fees and no charges to read or download articles. Authors facing financial hardship may request a waiver or discount from the editorial office; such requests are handled separately from the editorial decision.
The journal receives no funding from commercial entities that could create a conflict of interest. Any external grant or sponsorship would be disclosed on this page.
JJR does not accept commercial advertising on its website or in its articles. Links to indexing services, reference tools and university units are provided for the convenience of readers and authors and are not paid placements.
The journal promotes calls for papers and new issues only through its own website, the university's official channels and academic mailing lists. JJR never sends unsolicited bulk emails promising acceptance or fast-track publication; authors who receive such messages in the journal's name should report them to the editorial office.
This information is reviewed at least once a year and whenever there is a change in ownership, publisher, management or funding. Significant changes are announced on the journal homepage.
